Copies an existing quote into a brand-new, independent quote, carrying over its line items, applied line price tags and price tiers.

Key behaviors:

The source does not have to be a template quote — use this to duplicate any quote, such as a revision or next year's renewal built from last year's
The clone is always created in Draft status and is never marked primary
It is named <source name> Copy and stays on the source's opportunity. The endpoint accepts no overrides; to change the name, opportunity, start date or term, follow with POST /cpq/quotes/{quoteId}:update
Price tags are always copied; there is no flag to suppress them
The clone stays on the source's account, so its tax is copied across unchanged and is correct. Pricing and negotiated discounts are likewise copied as-is and are not recomputed — unlike the two template endpoints
Cloning a quote with zero line items succeeds and returns an empty Draft quote; that is not an error
Not idempotent — each call creates another quote. A timed-out request may still have created one
